Slobodnaevropa.org: Has the Central Election Commission Violated FBiH’s Consitution?

The Initiative for Monitoring the European Integration of BiH warned the public that Criteria and procedures, which the Central Election Commission (CEC) used in filling the House of Peoples, are contrary to the Constitution of FBiH. Most political parties agree with this statement, but none of them initiated the process of constitutionality assessment. The CEC set the criteria for mandating delegates in the FBiH’s House of Peoples. According to the FBiH’s Constitution, delegates are ought to be elected from cantonal assemblies, but the CEC violated the Constitution by awarding mandates in Serb Caucus to delegates who are not elected in cantonal assemblies.
