The opinion of the European Commission is an important step towards full membership in the EU, but BiH still has not gotten the EC’s recommendation for acquiring the candidate status. In the context of European integration, the Opinion itself does not mean significant progress, it is just one of the series of things to be fulfilled before acquiring the candidate status. The Opinion of the European Commission is neither negative nor positive, all 14 priorities mentioned in the Opinion are just a cross-section of all the problems in BiH which EU mention before.
